This chapter assesses the record of democracy building in Kosovo by examining four key institutions and processes: the quality of elections, the pluralism and independence of the media, the quality of the legislature, and the development of civil society. Kosovo exhibits uneven democratic progress across all these institutions, like other post-communist states. The chapter also looks at Kosovo's democratic breakthrough to citizen mobilization and the strategic choice made by the Kosovo Albanian elites to appeal for help from the international community in the early 1990s. International organizations successfully promoted democratization when they supported mobilized publics by encouraging political participation and contestation. However, when international actors supported the demobilization of citizens, they undermined the democratic development of Kosovo.
