When is preventive war chosen to counter nuclear proliferation? This book looks beyond systemic and slow-moving factors such as the distribution of power. Instead, it highlights individual leaders' beliefs to explain when preventive military force is the preferred strategy. Executive perspective—not institutional structure—is paramount. The book makes its argument through archivally based comparative case studies. It focuses on executive decision making regarding nuclear programs in China, North Korea, Iraq, Pakistan, and Syria. The book considers the actions of US presidents John F. Kennedy, Lyndon B. Johnson, George H. W. Bush, Bill Clinton, and George W. Bush, as well as Israeli prime ministers Menachem Begin, Yitzhak Rabin, and Ehud Olmert. It demonstrates that leaders have different beliefs about the consequences of nuclear proliferation in the international system and their state's ability to deter other states' nuclear activity. These divergent beliefs lead to variation in leaders' preferences regarding the use of preventive military force as a counter-proliferation strategy. The historical evidence amassed in the book bears on strategic assessments of aspiring nuclear powers such as Iran and North Korea. The book argues that only those leaders who believe that nuclear proliferation is destabilizing for the international system will consider preventive force to counter such challenges. In a complex nuclear world, this insight helps explain why the use of force as a counter-proliferation strategy has been an extremely rare historical event.Less

This book examines how conditions conducive to atrocities against civilians are created during wartime in some communities. It identifies the exclusion of moderates and the production of borders as the main processes. In these places, political and ethnic identities become linked and targeted violence against civilians becomes both tolerated and justified by the respective authorities as a necessary sacrifice for a greater political goal. The book augments the literature on genocide and civil wars by demonstrating how violence can be used as a political strategy, and how communities, as well as individuals, remember episodes of violence against civilians. It focuses on Croatia in the 1990s, and Uganda and Guatemala in the 1980s. In each case, it is considered how people who have lived peacefully as neighbors for many years are suddenly transformed into enemies, yet intracommunal violence is not ubiquitous throughout the conflict zone; rather, it is specific to particular regions or villages within those zones. As the book describes, the exclusion of moderates and the production of borders limit individuals' freedom to express their views, work to prevent the possible defection of members of an in-group, and facilitate identification of individuals who are purportedly a threat. Even before mass killings begin, the book finds, these and similar changes will have transformed particular villages or regions into amoral communities, places where the definition of crime changes and violence is justified as a form of self-defense by perpetrators.Less

Why do some attempts to conclude alliance treaties end in failure? From the inability of European powers to form an alliance that would stop Hitler in the 1930s, to the present inability of Ukraine to join NATO, states frequently attempt but fail to form alliance treaties. This book sheds new light on the purpose of alliance treaties by recognizing that such treaties come from negotiations, and that negotiations can end in failure. It identifies two conditions that result in non-agreement: major incompatibilities in the internal war plans of the participants, and attractive alternatives to a negotiated agreement for various parties to the negotiations. As a result, the book focuses on a group of states largely ignored by scholars: states that have attempted to form alliance treaties but failed. It suggests that to explain the outcomes of negotiations, specifically how they can end without agreement, we must pay particular attention to the wartime planning and coordinating functions of alliance treaties. Through exploration of the outcomes of negotiations from European alliance negotiations between 1815 and 1945, the book offers a typology of alliance treaty negotiations and establishes what conditions are most likely to stymie the attempt to formalize recognition of common national interests.Less

The 2010 WikiLeaks release of 250,000 U.S. diplomatic cables has made it eminently clear that there is a vast gulf between the public face of diplomacy and the opinions and actions that take place behind embassy doors. This book offers unprecedented access to the inner workings of a foreign ministry, and shows us how diplomacy is conducted on a day-to-day basis. Approaching contemporary diplomacy from an anthropological perspective, the book examines the various aspects of diplomatic work and practice, including immunity, permanent representation, diplomatic sociability, accreditation, and issues of gender equality. It shows that the diplomat working abroad and the diplomat at home are engaged in two different modes of knowledge production. Diplomats in the field focus primarily on gathering and processing information. In contrast, the diplomat based in his or her home capital is caught up in the seemingly endless production of texts: reports, speeches, position papers, and the like. The book leaves the reader with a keen sense of the practices of diplomacy: relations with foreign ministries, mediating between other people's positions while integrating personal and professional into a cohesive whole, adherence to compulsory routines and agendas, and, above all, the generation of knowledge. Yet even as they come to master such quotidian tasks, diplomats are regularly called upon to do exceptional things, such as negotiating peace.Less

Despite public favorability towards international non-governmental organizations (INGOs), most of these groups toil in total obscurity. A very few INGOs, active in human rights promotion, humanitarian relief, and environmental protection, do secure widespread authority in the form of deference from multiple audiences engaged in global politics. Having achieved this status as a “leading INGO,” however, they are trapped. To maintain their status and placate their many audiences, these leading INGOs advance incrementalist proposals and achieve “vanilla victories” - palatable to a wide array of audiences, but also unremarkable. Meanwhile, other INGOs’ strategies are similarly shaped by their status: they are free to issue harsh condemnations and advance radical proposals, but these generally get ignored. Stroup and Wong offer the first exploration of the vast differences among INGOs in their authority, and then explore how status shapes INGO strategies as they seek to influence states, corporations, and one another.Less

Instead, at the most globally active, purportedly cosmopolitan groups in the world, international nongovernmental organizations (INGOs) organizational practices are deeply tied to national environments, creating great diversity in the way these groups organize themselves, engage in advocacy, and deliver services. The book offers detailed profiles of these “varieties of activism” in the United States, Britain, and France. These three countries are the most popular bases for INGOs, but each provides a very different environment for charitable organizations due to differences in legal regulations, political opportunities, resources, and patterns of social networks. The book's comparisons of leading American, British, and French INGOs reveal strong national patterns in INGO practices, including advocacy, fund-raising, and professionalization. These differences are quite pronounced among INGOs in the humanitarian relief sector and are observable, though less marked, among human rights INGOs. The book finds that national origin helps account for variation in the “transnational advocacy networks” that have received so much attention in international relations. For practitioners, national origin offers an alternative explanation for the frequently lamented failures of INGOs in the field: INGOs are not inherently dysfunctional, but instead remain disconnected because of their strong roots in very different national environments.Less

This book compiles all instances of regime change around the world over the past two centuries. In doing so, the book shows that regime change increases the likelihood of civil war and violent leader removal in target states and fails to reduce the probability of conflict between intervening states and their targets. As the book demonstrates, when a state confronts an obstinate or dangerous adversary, the lure of toppling its government and establishing a friendly administration is strong. The historical record, however, shows that foreign-imposed regime change is, in the long term, not consistently successful. The strategic impulse to forcibly oust antagonistic or non-compliant regimes overlooks two key facts. First, the act of overthrowing a foreign government sometimes causes its military to disintegrate, sending thousands of armed men into the countryside where they often wage an insurgency against the intervener. Second, externally imposed leaders face a domestic audience in addition to an external one, and the two typically want different things. These divergent preferences place imposed leaders in a quandary: taking actions that please one invariably alienates the other. Regime change thus drives a wedge between external patrons and their domestic protégés or between protégés and their people. The book provides sober counsel for leaders and diplomats. Regime change, the book urges, should be reserved for exceptional cases. Interveners must recognize that, absent a rare set of promising preconditions, regime change often instigates a new period of uncertainty and conflict that impedes their interests from being realized.Less

The book demonstrates that Germany's catastrophic reaction to humiliation at the end of World War I is part of a broader pattern: states that experience humiliating events are more likely to engage in international aggression aimed at restoring the state's image in its own eyes and in the eyes of others. The book shows that these states also pursue conquest, intervene in the affairs of other states, engage in diplomatic hostility and verbal discord, and pursue advanced weaponry and other symbols of national resurgence at higher rates than non-humiliated states in similar foreign policy contexts. The book's examination of how national humiliation functions at the individual level explores leaders' domestic incentives to evoke a sense of national humiliation. Are the best international agreements products of mutual understanding? The conventional wisdom in economics, sociology, and political science is that accurate perceptions of others' interests, beliefs, and ideologies promote cooperation. Obstacles to international cooperation therefore emerge from misperception and misunderstanding. This book challenges this conventional wisdom by arguing that when nations wrongly believe they share a mutual understanding, international cooperation is actually more likely, and more productive, than if they had a genuine understanding of each other's position. Mutual understanding can lead to breakdowns in cooperation by revealing intractable conflicts of interest, identity, and ideology. Incorrectly assuming a mutual understanding exists, in contrast, can enhance cooperation by making actors confident that collaborative ventures are in both parties' best interest and that both parties have a reliable understanding of the terms of cooperation. The book shows how such constructive misunderstandings allowed for cooperation between the United States and the Soviet Union between 1972 and 1979. During détente, the superpowers reached more than 150 agreements, established standing consultative committees, regularly held high-level summit meetings, and engaged in global crisis management. The turn from enmity to cooperation was so stark that many observers predicted a permanent end to the Cold War. Why did the superpowers move from confrontation to cooperation? The book's theory of the role of misunderstanding in cooperation provides an explanation that is significantly different from liberal institutionalist and constructivist approaches. This book's central claim is that states can form what French president Valéry Giscard d'Estaing called “a superb agreement based on complete misunderstanding.”.Less

In shaping the institutions of a new country, what interventions from international actors lead to success and failure? This book's investigation into Kosovo, based on national survey data, interviews, and focus groups, leads to some surprising answers. It highlights efforts to build the police force, the central government, courts, and a customs service. The book finds that central administration and the courts, which had been developed under local authority, succumbed to cronyism and corruption, challenging the premise that local “ownership” leads to more effective state bureaucracies. The police force and customs service, directly managed by international actors, were held to a meritocratic standard, fulfilling their missions and winning public respect. On the other hand, local participation and contestation supported democratic institutions. When international actors supported the demobilization of popular movements, they undermined the ability of the public to hold elected officials accountable.Less

Policymakers worry that “ungoverned spaces” pose dangers to security and development. Why do such spaces exist beyond the authority of the state? Earlier scholarship—which addressed this question with a list of domestic failures—overlooked the crucial role that international politics play. This book argues that foreign subversion undermines state authority and promotes ungoverned space. Enemy governments empower insurgents to destabilize the state and create ungoverned territory. This kind of foreign subversion is a powerful instrument of modern statecraft. But though subversion is less visible and less costly than conventional force, it has insidious effects on governance in the target state. To demonstrate the harmful consequences of foreign subversion for state authority, the book marshals a wealth of evidence and presents in-depth studies of Russia’s relations with the post-Soviet states, Malaysian subversion of the Philippines in the 1970s, and Thai subversion of Vietnamese-occupied Cambodia in the 1980s. The evidence presented is persuasive: foreign subversion weakens the state. The book challenges the conventional wisdom on statebuilding, which has long held that conflict promotes the development of strong, territorially consolidated states. The book argues instead that conflictual international politics prevents state development and degrades state authority. In addition, the book illuminates the use of subversion as an underappreciated and important feature of modern statecraft. Rather than resort to war, states resort to subversion. An unprecedented new international moral and legal rule forbids one state from hosting money stolen by the leaders of another state. The aim is to counter grand corruption or kleptocracy (“rule by thieves”), when leaders of poorer countries loot billions of dollars at the expense of their own citizens. This money tends to end up hosted in rich countries. These host states now have a duty to block, trace, freeze, and seize these illicit funds and hand them back to the countries from which they were stolen. This book asks how this anti-kleptocracy regime came about, how well it is working, and how it could work better. Although there have been some real achievements, the international campaign against grand corruption has run into major obstacles. The vested interests of banks, lawyers, and even law enforcement often favor turning a blind eye to foreign corruption proceeds. Recovering and returning looted assets is a long, complicated, and expensive process. The book calls for better policing, preventative measures, and use of gatekeepers like bankers, lawyers, and real estate agents. It also recommends giving nongovernmental organizations and for-profit firms more scope to independently investigate corruption and seize stolen assets.Less

This book explores the politics of officially expressed emotion on the international stage, looking at the ways in which state actors strategically deploy emotional behavior to shape the perceptions of others. Examining diverse instances of emotional behavior, the book reveals that official emotional displays are not simply cheap talk but rather play an important role in the strategies and interactions of state actors. Emotional diplomacy is more than rhetoric; as the book demonstrates, its implications extend to the provision of economic and military aid, great-power cooperation, and even the use of armed force. The book provides the theoretical tools necessary for understanding the nature and significance of state-level emotional behavior and offers new observations of how states seek reconciliation, strategically respond to unforeseen crises, and demonstrate resolve in the face of perceived provocations. It investigates three specific strands of emotional diplomacy: those rooted in anger, sympathy, and guilt. In a narrative-redefining approach, this book dramatically alters how we look at the beginning of the end of the Cold War. Tracking key events in US–Soviet relations across the years between 1980 and 1985, the book shows that covert engagement gave way to overt conversation as both superpowers determined that open diplomacy was the best means of furthering their own, primarily competitive, goals. The book details the history of these dramatic years, as President Ronald Reagan consistently applied a disciplined carrot-and-stick approach, reaching out to Moscow while at the same time excoriating the Soviet system and building up US military capabilities. The received wisdom in diplomatic circles is that the beginning of the end of the Cold War came from changing policy preferences and that President Reagan, in particular, opted for a more conciliatory and less bellicose diplomatic approach. In reality, the book demonstrates, Reagan and ranking officials in the National Security Council had determined that the United States enjoyed a strategic margin of error that permitted it to engage Moscow overtly. As US grand strategy developed, so did that of the Soviet Union. This book covers five critical years of Cold War history when Soviet leaders tried to reduce tensions between the two nations in order to gain economic breathing room and, to ensure domestic political stability, prioritize expenditures on butter over those on guns. The book shifts the focus of Cold War historians away from exclusive attention on Washington by focusing on the years of back-channel communiqués and internal strategy debates in Moscow as well as Prague and East Berlin.Less

Food insecurity poses one of the most pressing development and human security challenges in the world. This book examines the social and normative environments in which international anti-hunger organizations are working and argues that despite international law ascribing responsibility to national governments to ensure the right to food of their citizens, there is no shared social consensus on who ought to do what to solve the hunger problem. The book provides a new analytic model of transnational advocacy. In investigating advocacy around a critical economic and social right — the right to food — the book challenges existing understandings of the relationships among human rights, norms, and laws. Most important, the book provides an expanded conceptual tool kit with which we can examine and understand the social and moral forces at play in rights advocacy.Less

This book addresses policy-guiding puzzles such as: Why do international ideological enemies sometimes overcome their differences and ally against shared threats? Why, just as often, do such alliances fail? Alliances among ideological enemies confronting a common foe, or “frenemy” alliances, are unlike coalitions among ideologically similar states facing comparable threats. Members of frenemy alliances are perpetually torn by two powerful opposing forces. The book shows that shared material threats push these states together while ideological differences pull them apart. Each of these competing forces has dominated the other at critical times. This difference has resulted in stable alliances among ideological enemies in some cases but the delay, dissolution, or failure of these alliances in others. The book examines how states' susceptibility to major domestic ideological changes and the nature of the ideological differences among countries provide the key to alliance formation or failure. This sophisticated framework is applied to a diverse range of critical historical and contemporary cases, from the failure of British and French leaders to ally with the Soviet Union against Nazi Germany in the 1930s to the likely evolution of the United States' alliance system against a rising China in the early 21st century. This book explores the implementation of international accountability for dependent territories under the United Nations during the early Cold War era. Although the Western nations that drafted the UN Charter saw the organization as a means of maintaining the international status quo they controlled, newly independent nations saw the UN as an instrument of decolonization and an agent of change disrupting global political norms. The book documents the unprecedented process through which these new nations came to wrest control of the United Nations from the World War II victors that founded it, allowing the UN to become a vehicle for global reform. It examines the consequences of these early changes on the global political landscape in the midst of heightened international tensions playing out in Europe, the developing world, and the UN General Assembly. The book puts this anti-colonial advocacy for accountability into perspective by making connections between the campaign for international accountability in the United Nations and other postwar international reform efforts such as the anti-apartheid movement, Pan-Africanism, the Non-Aligned Movement, and the drive for global human rights. Chronicling the combative history of this campaign, the book details the global impact of the larger UN reformist effort. This book explores the belief held by foreign policy elites in much of Southeast Asia—Indonesia, Malaysia, the Philippines, Thailand, Singapore, and Vietnam—that the United States is a relatively benign power. It argues that this belief is an important factor underpinning U.S. preeminence in the region, because beliefs inform specific foreign policy decisions and form the basis for broad orientations of alignment, opposition, or nonalignment. Such foundational beliefs, however, do not simply reflect objective facts and reasoning processes. The book argues that they are driven by both interests—in this case the political and economic interests of ruling groups in Southeast Asia—and illusions. The book shows how the information landscape and standards of professional expertise within the foreign policy communities of Southeast Asia shape beliefs about the United States. These opinions frequently rest on deeply biased understandings of national history that dominate perceptions of the past and underlie strategic assessments of the present and future. Members of the foreign policy community rarely engage in probabilistic reasoning or effortful knowledge-testing strategies. This does not mean that the beliefs are insincere or merely instrumental rationalizations. Rather, cognitive and affective biases in the ways humans access and use information mean that interests influence beliefs; how they do so depends on available information, the social organization and practices of a professional sphere, and prevailing standards for generating knowledge.Less

Why are some territorial partitions accepted as the appropriate borders of a nation's homeland, whereas in other places conflict continues despite or even because of division of territory? This book develops a theory of what homelands are that acknowledges both their importance in domestic and international politics and their change over time. These changes, the book argues, are driven by domestic political competition and help explain the variation in whether partitions resolve conflict. The book also provides systematic, comparable data about the homeland status of lost territory over time that allow it to bridge the persistent gap between constructivist theories of nationalism and positivist empirical analyses of international relations.Less

The mind's powers came to preoccupy a range of thinkers and writers: ethicists pursuing contractual theories of justice, radical ecologists interested in the paleolithic brain, cultists, and the devout of both evangelical and New Age persuasions. This book presents a boldly revisionist argument about the revival of subjectivity in postmodern American culture, connecting familiar figures within the intellectual landscape of the 1970s who share a commitment to what the book calls “neo-idealism” as a weapon in the struggle against discredited materialist and behaviorist worldviews. In a heterodox intellectual and literary history of the 1970s, the book mixes ideas from cognitive science, philosophy of mind, moral philosophy, deep ecology, political theory, science fiction, neoclassical economics, and the sociology of religion. It also delves into the decade's more esoteric branches of learning, including Scientology, anarchist theory, rapture prophesies, psychic channeling, and neo-Malthusianism.
