This chapter demonstrates that in both the United States and the United Kingdom, government and private entities such as the media distill various health care data into comparable information and use it to make judgments and inferences about the quality of health care available at particular hospitals and even from specific physicians. Particularly in the United Kingdom, performance monitoring began to dominate the lives of National Health Service (NHS) staff in the 1990s and 2000s, when it was hard to enter a hospital without experiencing eye-rolling and complaints from both management and frontline staff about the proliferation first of indicators and then of more punitive targets.
