This chapter narrates how the Service Employees International Union (SEIU) in India won the campaign against Group 4 Securicor (G4S) through innovative demonstrations, a commitment to organize, and a willingness to imagine the global framework agreement (GFA) as more than a new kind of labor contract. SEIU leaders searched for partner unions in the private security industry in 2005. By late 2007, Union Network International (UNI) had established three offices in India to coordinate a variety of campaigns throughout the country; these offices were called Union Development and Organizing Centers (UNIDOC). These developments led the local unions to engage the G4S management in legislative battles, and began a movement aimed to reform the confusing array of labor laws in India.
